📍 Overview

TouchPay is one of the leading platforms used by correctional facilities across the United States
to process deposits for inmate commissary and communication services.
Families and friends rely on TouchPay to send funds securely to incarcerated loved ones.

In late 2024 and into 2025, several important changes were announced regarding how inmate funds are deposited,
as well as new regulatory actions by federal agencies addressing issues with fees and account policies.

🔗 TouchPay Portal Access

The official portal for TouchPay services can be accessed at
gtlfsonlinepay.com/portal.
From this portal, users can:

  • Register a new account to send funds or payments.
  • Log in and manage existing TouchPay accounts.
  • Recover lost or forgotten passwords securely.
  • Contact customer service for help or questions.

The sign-up process requires personal information such as name, phone number, address, and date of birth.
After registration, users must activate their account via email confirmation before completing deposits.

💳 Deposit Process Changes

According to recent updates from various state correctional departments,
deposits via TouchPay now post within 1 to 24 hours,
depending on the facility’s policies.

Online deposits can be made using credit or debit cards,
providing a fast and secure way to ensure funds reach an inmate’s account without delays.

Families should always check the facility’s specific rules before sending money,
as deposit availability times and fees may vary.

⚖️ Regulatory Actions by CFPB

In 2025, the Consumer Financial Protection Bureau (CFPB) took action against
GTL and its subsidiaries, which include TouchPay Holdings, LLC.

The CFPB alleged that GTL engaged in unfair or deceptive practices related to inmate financial services, including:

  • Blocking accounts after chargebacks and requiring extra payments to restore access.
  • Failing to disclose complete fee structures to users.
  • Keeping unspent balances from accounts after periods of inactivity.

As a result, GTL and TouchPay were ordered to:

  • Stop these illegal practices immediately.
  • Provide at least $2 million in refunds to affected customers.
  • Pay a $1 million civil penalty.

This action signals a push for greater transparency and fairness in the correctional financial services industry.

👥 Impact on Families

These regulatory changes aim to protect families who depend on TouchPay for sending money to their loved ones.
With increased oversight, users can expect clearer fee structures and improved access to account funds.

Families should continue to monitor updates from their state’s correctional department and verify they are
using the official TouchPay portal to avoid scams or unauthorized service providers.
